ST. JOSEPH COUNTY JAIL

CLIENT:

St. Joseph County Commissioners

PROJECT DESCRIPTION :

This project resulted in a new Adult Local Detention Facility. Included are administrative offices, staff training facilities, video court arraignment, full service detention medical facilities, a full service kitchen and detention cells to house 672 inmates in a podular design.

The jail design provides indirect supervision and direct observation of inmates by staff at all times. Appropriate levels of security, ranging from minimum to maximum security, are provided through a combination of passive and active systems. Passive systems are inherent in the physical layout of the building design and include features such as strategic locations of control points, exercise facilities, observation and visitation spaces. Active systems utilize the state-of-the-art in door locks, cameras, communication systems and personal duress systems.

A total of four housing pods will enable staff to classify and segregate security level type populations. Inside the pods, cell configuration has been designed in small cell block clusters to enable the correctional staff to implement an aggressive classification policy and maximize security, safety and inmate control. The basic housing unit is one level with a mezzanine. The pod is round with individual cells on the outer perimeter, dayrooms in the middle and pod security in the center. The podular design allows a free, unobstructed view between pod security and each individual cell. There are two beds per cell, twelve cells per cell block and eight cell blocks per pod. Unit G is the maximum security pod with only one inmate per cell.

There is medical housing with negative-pressure air flow cells for inmates that need medical isolation because of injury or contagious, infectious disease. Up to 40 inmates may be housed in medical cells. Intake/booking allows for 24 single occupancy cells.

The central building area houses the support services for each of the housing units (pods). This section was designed to support up to seven housing units (pods) to allow for future growth by adding additional pods without increasing the support services.

The jail is a 240,905 square feet facility situated on a 10.64 acre site. The facility was completed in March of 2001 after a 24 month construction period.
